It's totally upto your choice whether you want to do Bachelors in India or Abroad but India also has a number of good colleges of Design so why not to apply for Bachelors here. Studying design abroad can cost you a lot more as compared to studying in India but if this is not a problem and you want to study there it's absolutely fine as well. Also, I would like to suggest that doing Bachelors in home country is better and then going abroad for Masters.
