It is not about the institute or university, it should be about your area of interest and aptitude. Figure out your aptitude and accordingly, go for a stream.

Yes, you can. The UPSC eligibility criteria want you to be a graduate in any stream. But, do give it a thought why you want to pursue fashion and then become an IAS. It gets quite contradictory.
