Hi Sonu,
No, you don't have to appear for any written exam for the certificate course in fashion from NIFT. The Institute conducts a personal interview, on the basis of which, your aptitude will be judged and admission will be made accordingly.

Yes, Tamil Nadu Open University does offer Diploma in Fashion Design and Garment Making. Basic Eligibility to pursue this course is that candidate must have passed class 10th from a recognized board. Interested candidates can apply directly to the college. Regards.

If you go for four years Bachelor's degree course in fashion, the fee structure of institutes is a bit high as it varies from 4-5 Lacs per year and if in the future, you are placed in any industry, you are paid a high amount. Mostly, students are placed with brands like Amazon or some fashion hub, etc. And they also provide handsome salaries.

If you want to do B.Des, you can choose any stream arts, science and commerce. I am doing B.Des from arts stream because to mainly focus on design entrance exams from the best institutes like NID, NIFT, UCEED, etc. However, your class 12th score doesn't matter much, it's just that you have to score 50% to fulfil the criteria Although, you have to do your best in HSC to score well, it can rather help you in future, but your B.Des entrance score matters the most. You have to give your 100% over there. It is as hard as JEE CET NEET. But it's way more fun to study design. So, you can go for any stream, it's up to you.

So, there are n number of fashion institutes across India among all NIFTs is a well-known institute and also is an autonomous body. It has 16 branches all over India and most of them provide sufficient placements and there are eligibility criteria which you have to follow. Other than NIFT, there many other fashion institutes i.e Pearl Academy which is among top 5 institutes in India and contains 97% placement, here are also some requirements which you have to fulfil. That is only you can answer, of whichever interests you. In my opinion, if you are a techie then go for MCA.
If you are management oriented or business person, then go for MBA.
If you are creative, then go for fashion designing.
