Design & Development and Aeronautical engineering are two very different fields. You can probably get into industrial designing or product designing from NID after clearing the entrance exam. Whereas for aeronautical engineering you will have to appear for IIT-JEE Exam.

The duration of M.Sc in architecture and environmental design varies from one year to two years. The cost will vary as per the time duration and the university you will get admission in.

You will initially have to pursue industrial design from NID or other institute and then pursue commercial design as a post graduate course.

You can choose any stream of your choice as to do graduation in fashion designing there is no requirement of the speceifc stream.

Different institutes have different requirements. Some institutes conduct entrance exams for admissions to Bachelor's degree courses in fashion designing. You may check the below for more specific requirements:
