Fashion Designing is a great filed to get into. You can get admission in following Institutes for distance education:
A. R&R Education Foundation.
B. Winsoft Technologies.
Also, I would suggest it would be good if you pursue a regular course as distance course will not help you learn much

Soil mechanics, Highway engineering and Construction management, Such courses are quite interesting and job oriented.

Alternatively, you can look at Graphic/ Web Design too since both involve same skillset, of playing with layouts and drawing attention through form and color.
