4 lakhs is neither fees nor donation. To enter DPCOE you can either enter by Centralised Admission Process ( CAP ) conducted by Directorate of Technical Education ( DTE), Maharashtra or You can directly contact College. You can get detailed Fee Structure on College Website. Please refer
