You are doing diploma from a college in West Bengal and it seems that you must be domicile of West Bengal. Hence for you to get admission in a government college is next to impossible. You need to look for getting admission only in West Bengal. After completion of your Diploma you have almost 10 years of work experience. Now with this work experience there is perhaps no need to do graduation in engineering because you would be de factor considered as an engineer.
However, for acquiring other educational qualification you need to do your graduation first in any subject that you like. If you have earned enough in these 10 years, then you can think of branching off into doing some social work which will satisfy your inner self.
