You can take admission directly in 2nd year of B.Tech only if you have done B.Sc or Diploma in computer engineering. You cannot get into 2nd year B.Tech just via 12th.

Diploma is a technical course. In this you have to work hard to complete all your semesters with good marks. If you do your Diploma with a good score then you will get a lot of good opportunities.

Yes, of course why not? Government of India as well as state government enterprises employs different varieties of specialists every year. Normally it is done either via UPSC or its equivalents in states or the companies directly. You will have to keep track by registering with appropriate agencies to get this information to your email. These days open universities or universities offering distance learning in engineering, is not legally possible. Hence you will have to seek admission under lateral mode since you are already having Diploma. But I am afraid, it's too late for current year and you will have to wait for next year.
