Hello Sayan,
Yes, Jadavpur University allows lateral entry in engineering. However, The Government of West Bengal conducts entrance exam for this purpose. I am attaching a link that will give you all the required information:

I think you should go for a post-graduation Diploma in textile design because you already studied Fashion Designing for three years, now you would not learn anything new in PG in fashion designing. I am not sure the course name you are referring to. If you meant PG Diploma courses in Finance, you can check University of Otago, AUT, Victoria University of Wellington, etc.
