Chances are very minimal. 45% will not be accepted and you will not be granted a visa, particularly for Canada. In fact, no university abroad accepts anything below 55%. Low tier universities may accept you but visa is a big question. Why don't you instead study in India and apply abroad after you qualify?

You can go for any of the branch. Both the branches have a wide scope and opportunities available. CS has a little more opportunities than IT, but in terms of career and growth both are equivalent.

As you have Diploma you can apply in engineering college from 2nd year through lateral entry, but for that you have to clear JEE mains with a good rank.

Distance education degree is legal and valid if you do it from recognized university under Distance Education Council. But, few courses not recognized by UGC and AICTE like distance mode B.Tech programme and BA LLB programme, etc.
You need to check the university's status under UGC and Distance education council as well as the course status which you want to pursue.
