Yes, as per the uGC as well as ministry of HRD circular, a distance learning degree holder is eligible for public sector job in the central government subject to following conditions
1. The course as well as institute must have DEC/ UGC dEB approval
2. The degree should have been awarded without any territorial jurisdiction violation
3. The Course must be of minimum 3 years duration
