Yes, PhD programs are possible on Distance Mode. As far as the mandatory requirements are concerned, every university has their own set of rules & regulations.

They can't be compare they are councils not two persons
UGC is a approval taken by all universities it is must as without its approval no university can provide any course to any students
AICTE is a approval taken by the institute , college for technical education only , to provide technic

Btech degree by distance is not valid so i not suggest you to go for Distance Btech go for regular Btech degree

M.E IT/CS
M.TECH CS/IT
M.SC IT
M.SC CS
MCA
2. If you wish to pursue the degree just for gaining knowledge, you can go ahead with distance degree.
But if you wish to practice as a lawyer, then the part time education might not allow you for the same as per the rules
