They can't be compare they are councils not two persons
UGC is a approval taken by all universities it is must as without its approval no university can provide any course to any students
AICTE is a approval taken by the institute , college for technical education only , to provide technical courses
And if any university is UGC approved it doesn't need to take approval of AICTE , as AICTE is exempted in UGC .

1. The ideal option after B.E IT are-
M.E IT/CS
M.TECH CS/IT
M.SC IT
M.SC CS
MCA
2. If you wish to pursue the degree just for gaining knowledge, you can go ahead with distance degree.
But if you wish to practice as a lawyer, then the part time education might not allow you for the same as per the rules of Bar Council of India.

As per my search I could find some of the colleges offering Master in Public Health (MPH) through correspondence mode. Below is the list.

-Public Health Foundation of India
-Madhya Pradesh Bhoj (Open) University
