2. If you wish to pursue the degree just for gaining knowledge, you can go ahead with distance degree.
But if you wish to practice as a lawyer, then the part time education might not allow you for the same as per the rules of Bar Council of India.

Yes you can since two degrees at same time (distance and regular) are allowed. But pursuing BA won't help you much. I may suggest you to pursue some additional courses which are designed basically to provide an extra edge to an individual by giving them an in-depth knowledge in a particular area of subject.
Oracle, CCNA,CISCO etc are a few good options for an IT professional. Pursuing any certificate course would add an extra achievement to your resume.
