Your domicile will be counted Bihar. However, if they asked about your Diploma address you have to mention Delhi. You are categorized under outside Delhi.

DTU LEET 2019 Eligibility
The candidates seeking admission to the B.Tech lateral entry programmes should possess a state Diploma of three years in any branch of engineering or equivalent examination from a DTU recognised university. The candidates should secure a minimum of 60% (50-55% for SC/ST) marks in all the semesters as an aggregate. Final year students who meet the eligibility criteria can also apply for admissions. The only condition is that they need to produce all the certificates as proofs at the time of admission. Failing which, their candidature is subjected to cancellation. If you are from Delhi then address yourself as from Delhi. Otherwise, you need to fill in the outside student option.

You should revise the subjects that you have studied in your Diploma. Solve previous years papers would help you knowing the pattern & complexity of exam. Time management will help a lot because the predictionsmathematics part of Lateral Entry Test would be

Yes, 3 years Diploma from a state board will make you eligible to appear for DTU LEET examination of 2019. There of course some other criteria like minimum and maximum age that normally any normal student will be able to meet.
