The cost of attendance at Duke University is slightly cheaper (5-6%) than that at Tufts University. This is however not definitive since many courses at Duke University are costlier than at Tufts so if you know the department you want to apply to, you can search up their tuition fees to do the comparative analysis. The usual trend observes a slight increase in fees at Tufts in comparison to Duke.

If we compare the acceptance rates of Duke and Harvard University. The Harvard University acceptance rate is 3% and the acceptance rate of Duke is 6%. This shows getting into Harvard is way harder than Duke. However, international students have to perform their best to get into any one of the universities, both are highly competitive. They both consider an all-rounder student with the best academic history, experience, and standardized scores.
