Hello,
These days tens of thousands of seats in engineering colleges across India are remaining vacant. In such scenario there is no need to give any donation. In any case "donation" is banned. What perhaps you mean is fees under management quota. Yes, you will have to pay this exorbitant fees if you want admission in a specific branch in a particular private college. Best wishes to you.

IIIT-Gwalior is premiere institute for CSE. IITs are best institutes for IT and CSE branch. So, if you are looking for Computer Science discipline than IIIT is best.
