Considering your budgetary constrains, France and Germany are good options. Canada is also a possibility if you aim for Scholarships. Given your score, I think you can easily get them. Even Ireland, there are opportunities for scholarships. As to which is the better country.For Engineering I would recommend you to widen your search a bit. Sweden and Netherlands are also incredibly good options. Some of the Universities like KTH of Sweden rank very high for electronics discipline and its relatively cheaper as well.
