Yes, you can get admission in various Private colleges or government. Colleges in information technology or electronics engineering without giving CET or JEE. But for government. Colleges you have to take admissions through management quota. But many of private colleges are worthless. They will charge you 3 times more of a normal engineering college fee (probably a higher multiple for an IIT / NIT) and at the end, you can not guarantee your worth. If you have money to spend then can certainly try these. So I advice you to appear for JEE or CET exam to get good college again next year ( if result is not satisfying or if not applied for
