Hi Suman,
As you have scored 83.8% in class 12th CSBE board you are eligible to take admission in this college. But as the cutoffs of the first round will be high, so you should wait till the second or third cutoff list to get admission.
But if you want to be on the safer side, apply for the other colleges also.

Hi Shalini,
It's great that you have scored 84 percentile in jee mains. As you belongs from OBC category, so you can get a seat in this college via your category ranking. For that, you need to participate in the counselling process wisely and smartly. Wait till the last round of the counselling process. Apart from this apply for the some other colleges also to be in the safer side.

From central government, there might not be scholarship provided for general category students, but you can look for some private organisations that provides scholarship for your studies, doesn't matter what is your category. I recommend you to go through some research on websites like Shiksha.com and you will find some options for scholarship.

In my opinion, it's really heart to get some NIT with the rank you mentioned for general category student. Things maybe differ for SC ST category student. Also, for OBC category student, this rank is not good enough.

You can get admission in Jamia Milia Islamia and DTU through JEE Mains score. But, for Jamia Milia Islamia ,you also have to fill application form of Jamia Milia Islamia.

You don't have chances. In 2017, round 1 cutoff was as follows:
For CSE: 202 Marks and ECE: 202 Marks.
Round 2 Cut Off:-
For CSE: 200 Marks and ECE: 195 Marks.
Round 3 CutOff:-
For CSE: 200 Marks and ECE: 194 Marks.
Similarly for EEE, so don't be disappointed. You have great chances of getting a seat in some other government colleges.

Admissions are based on jee main rank. For YMCA you need to give JEE Main exam. After that, you have to fill Haryana B.Tech counselling forms available at HSTES site.
If your rank is less than 60000, you get admission easily.
