I will suggest you to fill the counselling form and attend the counselling as sometimes due to availability they take admissions beyond their cutoffs.

No, you will not get CSE in heritage or IEM. Try for other branches. You will get all other branches in heriatge except CSE. I am telling these things beacuse I saw the previous year counselling results. I am also attaching the link which will help you much. Yes, of course, you are eligible and can apply for the counselling. So, don't miss this chance and do apply for the counselling. Atleast apply for your "homestate" NIT.
Best of luck.

You may get ETC in VSSUT since the usual cutoff for ETC is about 120,000 every year. But I can't say this for sure if you're a general male. You may have a chance. As far as counseling is concerned, keep an eye on the OJEE website and fill choices as per your preferences once the counseling process starts. Seats will be allocated on the basis of your choices and your rank. Good luck.

In case you don't get your desired college, don't settle for some mediocre college. Instead of settling down for some mediocre college, it would be better if your try for some good private university. Many reputed private universities are offering B.Arch. They have their different criteria for admissions. Some offer admission on basis of JEE scores, some offer admission on basis of NATA and some offer admission on the basis of both. So

For getting admission into NITs, you should be in top 75 percentile of the 12th board or have atleast 75% in boards but as your current marks are not satisfying this condition you are not eligible for getting admission into NITs. All the best for future.
