The admission depends on your caste. if you belong to SC/ST category then surely you can get a top college. If you mention your caste then I may help you.
With this, you can get a government college but not the top ones like MIT, PSG, etc.
So, mention your caste.

The admission to Anna University and its affiliated colleges is based on your caste.
The best colleges will be Anna university CEG campus, MIT , SSN, PSG Coimbatore, Thiagarajan Madurai, and Coimbatore Institute of technology. These colleges come under the top 10 colleges of Anna University. Your cut-off is too low to get a seat on these colleges. But if you belong to SC/ST category, you can surely get it.
for mechatronics PSG and thiagarajar are he best colleges.

Your rank is too low to get a seat at SRM University. If you have been called for counselling, then attend it. Maybe, you might get a seat with a high fee structure.

You have not mentioned if you have already given JEE Mains or not. JEE Mains is already over. For seats in states, there is normally centralised admission and you have to register there. For private colleges, you have to apply directly.

Yes, you can get admission as your scores are really good which gives you a high chance for getting a seat. I think you can get electronics and communication engineering. Your percentile will be 97.7(0.75)+56(0.25)=87.275. On this basis you will be placed on a rank.
All the best!
