GRE is not required if not mentioned by the university. It is mainly required in US. If you have good academic performance, you need not take GRE even if you are applying to a top university in Australia.

Well it depends. If you crack into one of the IITs, you need not worry. Similarly if you get into a top ranked university like University of Melbourne or Sydney you may go ahead.

Dear Siddarth,
If you intend to pursue your higher education in the same field, you need to check out with the university chosen by you as to which level they can admit you after they check the subjects taken by you in your Diploma. You also need to score good marks in IELTS exam.

Most of entry level jobs in India are nowadays from campus placement. You may face some challenges in finding job directly in India on completion of B.Tech ME in Australia as a fresher. You can appear for GATE examination to become eligible for job in Public Sector Units. You can also appear in Indian Engineering Services for a central government job. You may seek help of job consultants or job portals for job in India.

Try to score at least 70% in your graduation. Thereafter, give the paper of IELTS and GRE and score 6 bands in IELTS and +310 in GRE to get the admission in Masters in Australia.

You class 12th score is little low, but IELTS score is good. You can appear for SAT exam and this will increase your admission chances.
Below mentioned is the list of best universities:
1. University of Melbourne.
2. RMIT University.
3. Monash University.

All of these countries are the best for civil engineering. The best country is US because most of the top universities in the world are from US. (Like MIT, Harvard, Stanford, Yale, Priceton, and many more). Also, placement (incomes) are higher than other. So, I will suggest US.
