These days normally all states have all India quota in which students from outside state are given admission. You can apply for this. In addition in many states private colleges are allowed admission directly after all rounds of counselling are over and done seats are still vacant.

To get a domicile certificate, you have to stay in Gujarat for minimum 5 years considering your case you are not eligible to get domicile certificate.
