It surely depends on college concerns. But, as per my concern many colleges and institutions see it seriously and even many appreciate it or ignore it. Just if you know anyone where you want to do your management course, just consult with them. They are better person to answer this question.

Yes, you can join. Many colleges gives chance to student from other streams with different graduation degree to do their Masters in design. The colleges will teach you from the basics. So, it won't be a problem for non designers.

You need to figure out your interest and bent of mind. If you wish to work in a creative field, you should opt for animation. If technical work attracts you, you should go for engineering.

I think, you can't do this. There is a huge difference between CE and civil engineering
