Yes, you can as this would be beneficial for you in the future. Being an ECE student it is very important for you to learn programming and if you do this course then you can built a brilliant IoT product that cannot be hacked.

Each branch is good. Both of them have good placement records and scope too but as per my point of view, you should choose courses as per your interest.
