No, you cannot get admission to the Central Institute of Plastics Engineering and Technology (CIPET) in Chennai for a B.E. or B.Tech course without TNEA: 

 

To get admission to CIPET, you must fill out the TNEA application form. 

 

TNEA ranks candidates based on their scores in the qualifying exam. 

 

Shortlisted candidates can participate in TNEA counseling and choose their preferences to get admission to CIPET. 

 

Admission is based on the Tamil Nadu Engineering Admissions (TNEA) counseling guidelines.

No, Central Institute of Plastics Engineering and Technology (CIPET) in Chennai does not offer 100% scholarships, but it does offer scholarships to some students:

The total intake for ME/MTech at Chennai Institute of Technology is 54. There are three specializations offered, which are ME in Computer Science and Engineering, ME in CAD/CAM and M.E. in Applied Electronics. Each of these specializations has an equal number of seats which is 18 seats each.

For B.E./B.Tech at Sai Spurthi Institute of Technology (SSIT, Khammam), eligibility criteria include: Minimum 10 + 2 examination with percentage Graduate percentage in Physics Math, Chemistry 45% for general & 40% for SC/St/OBC candidates. The rest of the openings are self-financed; overall 65% of seats in SACS MAVMM Engineering College's B.E/B.Tech course are filled through TNEA. But 35% of seats are offered under management quota system. Students can secure management quota seats without TNEA by meeting eligibility criteria: 45%+ marks in 10+2 with PCM. If you are taking up management quota seats of certain professional courses, you need to shell out Rs. 1.5 to 2.5 Lacs per annum. Further, there is 5% quota for vocational and lateral entry students and another 5% for NRI/sponsored candidates, all of whom avoid the TNEA.

The students seeking admission to the first year of B.E./B.Tech course in S.D. College of Engineering and Technology are admitted through Uttar Pradesh State Entrance Examination (UPSEE) counseling (85 percentage) and management quota (15 percentage). When considering the rank obtained in JEE Main, it is not compulsory. Those candidates who scored 45% marks in 10+2 exam (40% for SC/ST) with Physics, chemistry and math are eligible to apply.
