If your family income is less than 1 Lacs per year, you still need to pay during JoSAA counselling.
If you accept a seat then only you need to pay fees.
Also your fee will be refunded when you are in college.

Dear student, here is an explanation of the JoSAA counseling process:
Registration: Sign up on the JoSAA website after JEE Main or JEE Advanced exams.
Choose Your Preferences: Pick the courses and colleges you want to study at.
Practice Allotment: JoSAA shows you a practice allotment to help you understand what you might get.
Real Seat Allotment: JoSAA does multiple rounds of seat allocation based on your rank and choices.
Confirm Your Seat: If you're happy with the seat you're offered, confirm it. If not, you can try for a better one.
Check Documents: Go to a reporting center to verify your documents and confirm your seat.

You need not worry. It's clearly written in JOSAA that:
"If you do not lock your choices, last saved choices will be locked automatically upon reaching the deadline for choice filling. The automatically locked choice list will be considered for allocating a seat during JoSAA."

Yes of course you can participate in CSAB special round. In fact it is made for such conditions.
Also I'll suggest to fill more choices as there will be high chances of getting a college.

No, dear aspirant you are not late.
You can participate in CSAB rounds if you want admission on the basis of my JEE percentile.
CSAB also takes admission on the basis of JEE Scores.
But with such a low percentile, you may not get any seat, try to appear next year.

Yes. You're eligible for JoSAA counselling. JOSAA Clearly mentions that if 75% is not fulfilled then you must be in Top 20 percentile as will be declared by the respective boards after declaration of result.

Jain deemed to be university is considered a university, offers a variety of courses such as B.Tech, MBA, M.Tech, MCA, BBA, B.Com, and M.Com. To get admitted to UG and PG courses, you must pass the Jain Entrance Test (JET) or one of the following tests: CMAT, CAT, XAT, NMAT, GMAT, or MAT. The university conducts a personal interview after qualifying the test and picking the cut-off list. Another stage, only for UG, is to organize a group discussion before the personal interview and after the entrance exam.
