Yes, the Indian Institute of Food Processing Technology (IIFPT), Thanjavur participates in Tamil Nadu engineering admissions (TNEA) counselling.
Admissions are based on 12th standard marks (Physics, Chemistry, Maths) through the TNEA counselling process.
Eligible candidates can fill IIFPT as a choice during TNEA counselling.

With a JEE Main rank of 88,000 (OBC rank ~21,000), admission to top NITs/IIITs for CSE/IT is unlikely.
Best options:
Lower-tier NITs – Mechanical, Civil, ECE branches.
GFTIs (Government-Funded Technical Institutes) – CSE, ECE, IT possible.
State engineering colleges – Good alternatives with decent infrastructure and placements.

With a TNEA rank of 12,648 and a cutoff of 174 for Civil Engineering at Thiagarajar College of Engineering, your chances are very low.
The cutoff rank is much better (lower) than your rank.
You may not get Civil Engineering in this college through counselling.
Consider other branches or other colleges with higher cutoff ranks as backup options.

For Chemical Engineering in JoSAA, top NITs need very high ranks. With a moderate rank, you may get lower-tier NITs like Durgapur, Raipur, Rourkela, or Patna, depending on category reservation. Fill a mix of top, mid, and safe NITs in your choices.

In Maharashtra CAP counselling for Architecture and Engineering:
CRL (Common Rank List) is used for General category (open) seats.
EWS category rank is used for seats reserved under EWS quota.
