You can get any branch, if you have money to pay. VIT university is one of the top universities in India and is no different from the rest of the private universities when it comes to the admission. Basically, VIT university separates the students according to their ranks VITEEE ranks) for the admission. To my knowledge there are 4 categories as follows
People with less than 20k rank. Named merit candidates. Ample of chances to get your deserved branch with no donation. Tentative fee is 10lakhs ( for 4 years including hostel)

Yes, You must pursue B.Tech as in today's era Degree is prefer over Diploma. And side by side do some certifications as well like coding in python, web. Designing etc. Not bookish knowledge is acceptable today, if you do good in your field you must have other knowledge other than course syllabus since the company now a days search for the cream. Be the cream and get placed in the good company after B.Tech.

The closing rank for general candidates is around 60. On a side note, I know of a girl who was of SC category who got into IIT Bombay CSE branch with a rank in the range 1000-1100. that is harsh reality of today education system.

The placements at MGIT are not at par with respect to other the finest colleges of state. Most of the circuit branch students are remain unplaced. This is a misconception outside that most of them get placed but the actual scenario is the guy who secured a placement attracts more and recruits which is increasing the placement count. I know a girl who has bagged almost 4 best offers at my time. Earlier TCS used to be the major recruit this year they withdrew from their agreement on accreditation. This made the institution more lag in placements. Overall college is good, but you can't make best out of it. Don't look for count in website.

For your Andhra Pradesh EAMCET Rank it is difficult to get B.Tech Information Technology in Sri Venkateswara College of Engineering, Tirupati based on previous year's Closing Rank I. e 38731 for OC Category Girls but cu toffs changes from year to year and depends on many factors like category, number of students appeared in the exam, difficulty level of the exam, number of seats available, etc.

Free seat does not solely depend on you rank but on various factors. If you need complete fee waiver then you need to get into 10000 below rank category and you must be a owner of ration card.
If you get above 10000 rank and if you have ration card, you can get fee waiver of 35000 max. Suppose if you got 11000 rank and joined in a college and it's fee was 40k then you can get 35k money from government. And extra 5k you have to pay. If your fee is suppose 25k you only get 25k fee waiver not 35000. If you don't hold any ration card you won't get any fee waiver any rank you may get it won't help.

As told by other people here the cut off ranks for TCE are almost correct.
But to be honest TCE is not really a great option for B.Tech and here is why that is true is
As you compare the investment and the return you get after 4 years, they are nowhere near. I mean why would somebody give 16 lakhs to study in SRM knowing that the avg. package is of 3 to 3.5 Lakhs and that too for CSE branch, which is by the way their best branch and all of this statistical data is for Main Campus. I was excited too after I got my result for SRMJEE, it was 1602 rank but after going through all the evidences, I concluded that it won't be a wise decision go

Total fees for BE in UIET keeps changing each year.
It was around 75000 last year. Hostel fees however is Rs. 560 per month including maintenance and electricity charges. mess and canteen bill comes as per diet with a minimum if Rs15 per month.

I have no idea about Andhra Pradesh colleges what is the eligibility criteria, is there any scholarship, etc. But I can suggest you Chandigarh University where you will get admission very easily.
