Cut off marks for admission to a diploma varies from one state to another state and also for different category of persons based on caste. In general, with special reference to Tamil N?du State, I can give the MAX to MIN% cut off for different category. However, this may vary slightly upwards or downwards.
OC and forward caste persons are varying from 100 to 80% of total marks in SSLC or SSC (10th class)
BC is varying from 79 to 60% of total marks.in SSLC or SSC (10th class)
MBC is varying from 59 to 40% of total marks.in SSLC/SSC(10th class)
SC or ST is varying form 100 PASS % of total marks in SSLC or SSC (10th class)

I can only answer for Faculty and the procedure of Technology and Engineering. Yes the branch for engineering can be changed under 2 conditions:
Reshuffling happens and you get promoted to a higher branch
You top the entire college ( including all branches) and rank in the top 5.

It is not a new thing, there was no such restriction earlier too. For appearing B.TECH entrances PCM is mandatory. You can have any subject for elective though Biology is mandatory for Bioengineering and Bio-tech. For CSE, there was or there will be no such restrictions. A score of my batch-mates are from Bio, still they have successfully landed offers with CSE.

Based on my experience CSE is the highly demanded branch specially in kattankulathur campus because maximum aspirants will aim to get into CSE in kattankulathur campus. So the probability of getting cse in kattankulathur will be tough even you will secure a decent rank in SRMJEEE. So you should try your best and secure a rank below 2 thousand then there is maximum probability of getting a seat in CSE at kattankulathur campus.
SRM University never announced branch wise cut-off. Officially there is no cut-off marks or ranks for CSE and other branches. Seats will be filled based on availability through SRMJEEE online counseling. Based on y

The fees of the course usually depends on the type of college you want to study in but on an average the B.Tech ECE degree would cost you between the range of 65000 to 350000 per annum.

In Diploma here, the fees structure is very less in comparison to B.Tech. But Diploma is also less than B.Tech. So here you can easily get government Polytechnic colleges in every district one government college is available. So, focus on government college and the fees is 20k for the government college. And if you can go with the private college then your fees is something 1 lakh in RGPV university and this structure is only for OBC category and if you are a general category then your fees is 2-4 Lacs for Diploma.

I am giving this answer in very short way and the answer is I can give you two easy and hard way
Easy Way- You can take admission in any normal college without any B.Tech (These all colleges are private and not very high level like placements and good faculty members not available in all colleges. )
Hard Way - Do preparation for JEE Mains if you want to take admission in B.Tech, and then give entrance exam. Here, there is not only JEE Main, there are many more exams but for every exam, you need to study hard because here is very high competition for top colleges.
