Yes, the degree of a Deemed-to-be University is valid and reputable as it is recognised by the Government of India. Some of the well-known universities of India including Symbiosis International University, Pune, are Deemed-to-be. The deemed-to-be status doesn't come in way of the institute's quality of education and training.

Deemed-to-be universities enjoy full autonomy or independence in administration and operations, while Autonomous universities are affiliated to the government. The degree offered for a course at an Autonomous college is by the affiliate university. They enjoy freedom in deciding syllabus, pedagogy, etc.

Yes  - Chandigarh University does have several scholarships on Chemical Engineering (B.E./B.Tech) students post 12 th.

Here's a clear breakdown:

Scholarships in Chemical Engineering.
1) CUCET Scholarship (Main and most significant)

According to CUCET (Chandigarh University Entrance Test).

Suitable to all B.E. programs, such as Chemical Engineering.-

Scholarship range:

Up to 100% tuition fee waiver

Example:

90–100 marks - 100% scholarship

80–90 - 40–50%

70–80 - 30–40%

60–70 - 20–30%

This is how to achieve a high scholarship.

To do Chemical Engineering (B.E./B.Tech) at Chandigarh University once you have finished your 12 th with PCM the eligibility is very simple:

Basic Eligibility

You have to have graduated 10+2 (Class 12) of a recognised board.

Compulsory subjects:

Physics

Mathematics

And either one of the following:

Chemistry (the most common of the Chemical Engg)

IT / Biology / Computer Science/ Biotechnology Or.

Minimum marks:

At least 50% aggregate in 12th

 You are eligible to enroll in the subject due to your PCM.

Admission is mainly based on:

No, there is no strict rule for the students to submit the LORs or transcripts by a given admission deadline. This place generally follows a flexible approach to it.

These MIT admission materials can arrive at the office after the general admission deadlines (Nov 1 and Jan 5) but they should be submitted as early as possible

Yes, students have a decent chance of getting admission in RGPV Bhopal with 80 percentile in JEE Main through DTE MP counselling. However, to get admission in top branches, such as CSE, this may not be enough. Students can check the past year cutoffs to know more.
