First of all very congratulations for securing 132 marks. In 132 marks, your percentile will be around 96-97 and CRL will be around 35000-45000. Now if your home state is Odisha, then there is most probably chance that you can get there and infact with god branch, but if you are from other state, then there is little bit low chance from previous one but maximum possibility is that you can get seat there but in this case branch may be not of your choice.

JEE Advance examination conducted once in a year and rank in that examination consider for admission. I think you are asking about consecutive two attempts given by a candidate in advance examination and about best of them, so I want to clear you that your rank of each year will consider only in that year for taking admission in college, it will not count in next attempt or year.

Yes you can get admission in NIT but branch may differ from your choice. However in low NIT's you can get even good branch also. Now for taking seat in IIT you should first clear JEE advance examination then according that rank you can get admission in IIT. Here are few NIT's where there ia a chance that you can get seat :

Also with a category rank of around 8000, it will be hard for you to get a seat in any NITs IIITs and GFTIs for core branches such as CSE, ECE, etc. For that much rank you have to secure atleast 99+ and 97+ percentile score ( change depending upon exact conditions). .

Minimum eligibility criteria for B.Tech admission is qualifying class 12th examination from a recognized board/ university with at least a 40% aggregate score. Walchand College of Engineering admissions for B.E will be either through the entrance test or candidates can choose to come directly and take admission

You will not get any IIT or NIT but you can definitely get into a reputed private college. You can search for private colleges near your area or the area that you want to go for. Private colleges are not bad either.
