If interested in computer to for NIT, and if not interested, go for IIT Kanpur. Mechanical and CSE are both the fields of different route. NIT CSE will be good. Moreover, you specified IIIT Allahabad IT, it is again a very good choice.

GATE scores are accepted however not mandatory and for MS programs not Bachelor's degree. To study Bachelor's you must clear IIT-JEE adv because German universities require 13 year education not 12.

Yes, they take entrance exam for BCA admission. And it is mandatory to qualify there entrance exam to get admission there. So, you should focus on there entrance exam. Good luck.

According to last year's cut-off, there are chances of you to get a good government college in civil engineering. As you are from general category, you may get college. But, you can try to get admission. You may get a government college.
