I have got around 10900 rank in general category and 2100 rank in OBC in JEE Mains 2018, where should I get into for the best CSE course?

You can easily get admission in NITs like Agartala, Jalandhar, Shibpur and many more. You can even easily get admission in IIITs also which is a better option.

Yes, you need to appear for JEE Mains exam and clear it. After clearing the exam on the basis of your rank, you will be provided a branch.

On the basis of JEE Mains score and rank, you can't get a good college.

Yes, but not IITs and NITs. Try for autonomous colleges or good private colleges.

It will be bit difficult to get top engineering institutes at this rank. You can definitely look for state engineering institutes accepting JEE Main scores. Also, check this link:
