The FMGE is mandatory for Indian citizens and Overseas Citizens of India (OCI) who wish to obtain a license to practice medicine in India after completing their medical education abroad. Regarding the USMLE, if you pass all the steps of the USMLE that are required and you get your medical license in the United States, you are exempt from taking the FMGE for practising in India. However, if you do plan to practice in India at any point, you will still need to fulfil the FMGE requirement unless you hold a medical qualification recognised by the Natio

Yes, you can also appear for the improvement examination in Physics if you have given your 12th examinations under the CBSE board. The eligibility criteria are passed in their 12th exams within the last two years of taking the application forms. And since you also said you completed 12 last year, therefore you would be eligible for taking this improvement exam also this year. You may decide to upgrade your grade in one or more of the five core subjects, which would include Physics. However, do note that you can sit for an improvement exam only once in a particular subject, and that has to be in the same year you take your board exam.

This makes your percentile extremely low. As CSE is a branch of pretty high demand, it is difficult for you to get it even in the tier-3 colleges. However you can get a seat if you go for any other branch like civil / mechanical.
You can only get admission in private colleges like galgotia, Amity, Sharda.

You might find it tough getting admission into the B. Tech IT program at Dwarkadas J. Sanghvi College of Engineering with an 89 percentile in the JEE since an expected cutoff for IT can be generally around 96 percentile or more for general category students.
Since you are applying under the Gujarati quota, which reserves 51% of the seats for Gujarati linguistic minority candidates, your chances might improve.
