Don't worry if you skip the 1st phase of the MET (Manipal Entrance Test) exam. Yes, if you could not give MET phase 1 then you can give MET phase two as the phase two is the second attempt for the candidates to do better. So, there's no problem with that.

No, students cannot change their test centers once the AIMS Test for Management Admissions ATMA admit card has been issued. The test center can only be changed if the request has been made at least 10 days before the AIMS Test for Management Admissions ATMA exam and is subject to the availability of seats and approval of the test administrator. Concession in fee will be given to women candidates and those belonging to the North-Eastern states of India (Meghalaya, Mizoram, Nagaland, Arunachal Pradesh, Assam, Manipur, Sikkim, and Tripura) only.
25 percent concession will be given to women and 50 percent concession will be given to students belonging to the North-Eastern states of India.
