You can get tier-3 colleges like IMSEC, GFTIs, private college and less known nits/iits. You can easily opt for homestate quota counselling for a admission in your preferred college in your state.

According to your rank in JEE mains, I think you can't get college in IITs, but you can try for NITs in that also, there is not very high chances of getting in CSE, but you can try to compromise branch as in you want tier one college so you can just go for branch like civil engineering while having admission in a tier one College

For sure, you should enter your CRL rank if they are asking you to enter the rank for The college predictor
If they are specifying category rank, then go for category rank or else, simply, you have to type for CRL rank

TS SSC which follows Grading System,
- *A1*: 91-100 (10 points)
- *A2*: 81-90 (9 points)
- *B1*: 71-80 (8 points)
- *B2*: 61-70 (7 points)
- *C1*: 51-60 (6 points)
- *C2*: 41-50 (5 points)
- *D*: 35-40 (4 points)
- *E*: Below 35 (no points)
