For MSc in Finance, Dublin City University is a better option than NCI Ireland, for the following reasons:

- Better global prestige (ranks #408 globally in QS 2027 rankings) than NCI Ireland (#701 in Europe)
- Better access to Dublin's top banks and financial firms (PwC, HSBC, Bank of Ireland)

Yes, you will be eligible. I don't see any reason as to why you won't be. You must, however, take the IELTS to meet the English language requirements. Your SOP must be prepared accordingly.
