According to your score, you didn't qualify GATE. So, choose such college which takes admission directly i.e. non-GATE basis.

No, GATE is not compulsory for Ph. D. GATE is just if you want to do your higher studies in IIT's or NIT's and it also counts in government jobs. But it doesn't matters if you have written or cleared GATE you can definitely go for Ph.D.
