Yes, GATE is conducted in various fields. There is separate a book for each subject like as:
OS - Peter B. Galvin
CSO - Hamacher, M. Mono, William Stalling
DBMS - Korth, Navathe
and so many.

There is no restriction for the appearance of GATE exam. You can appear as many times you want.

Yes, you can appear in GATE but you will have to complete your graduation first.

You need to score more marks in order to get admission in DTU, like around 60 marks. Hope it helps.

Generally the cutoff didn't fluctuate and from 3-4 years it wasn't changing .
But no one can say about the gate cutoff for 2018. It will be same or will differ with 1-2 marks.
Most probably it will stay as same .
For choosing any course from particular IIT please ensure that IIT offers the course or not.
