It's not possible to get in a good college for M.Tech with just 11 marks, either you should opt for a college which gives admission on the basis of graduation percentage or reappear for GATE next year.

Yes, there is a particular amount for every candidate to appear for the GATE exam.
1) General/ OBC Category Male Candidates :
Rs. 1500/-
2)SC/ ST Category Male Candidate: Rs. 750/-
3)All Female Category Candidate: Rs. 750/-
4)For Non- Indian Category Candidates: $ 50

You can get many YouTube videos related to the topic for GATE exam. But for a full package study, you have to pay almost 10k to study online through various online learning course.

Yes, you can appear for GATE 2017 only if you have studied and acquired the entire course including the final year subjects too, because GATE is the exam which covers everything of the engineering. So, I would recommend you to understand the syllabus first and start preparing accordingly. Don't waste your attempt if you are not ready.

Nowadays, masters in engineering won't fetch you a good salaried job. If you go for MBA that too in IIM through CAT, the companies will automatically target you to join their firm. So CAT is the best option.
