You must either take GRE or GATE. Your application won't be considered for scrutiny if you do submit either of these. However, check the website of the particular program department. If they do not require a GRE or GMAT then there is not need for it.

Government colleges are the only economical colleges in India. You can get admission into those colleges only through GATE examination. There are state level entrance examinations as well, but those are for private colleges which are not economical.

GATE entrance examination helps to get admission into government colleges in India for M.Tech. Certain jobs also demand for a valid GATE score. GATE score is also accepted by many private engineering colleges for admission into M.Tech.
GRE entrance examination helps to get admission into courses abroad. You also need to appear for TOEFL to be able to get admission into universities abroad. If you're financially good, you can opt for this option.

As you have completed B.Tech in ECE, you can appear for GATE in ECE branch. The students who have completed B.Tech in computer science, information technology or software engineering can appear for CSE in GATE 2017.
