Private colleges may offer admission to students who have not qualified in EAMCET but they may require you to pay donations as you haven't qualified EAMCET. However, I couldn't find any information about joining CSE group with extra fee if you are not qualified in EAMCET. Based on previous year analysis and cutoffs ,your category and rank we can help you find if you have possibilities into colleges.but each year. CUtoff changes.due to many factors like total students appearing for exam, difficulty level etc factors.now based on cutoffs of last year the cutoff for ece in vishnu institute of technology and sciences for ece is 1814.and you having a rank of 1500 will fetch you seat in the college.but do remember that as each year the cutoff changes so your chances into colleges.

No, you can not get Admission in Gayatri Vidya Parishad College of Engineering because this university can not support for EWS category therefore you can not go to that university if you want to choose Alternative university then Jamia Islamia is the best university.
