German and Spanish both have their own benefits. It is better if you go with German, as it's a more common European language.

Hi,
When it comes to foreign language courses in University of Delhi, students have two options:
(i) Part-time courses (Certificate, Diploma and Advanced Diploma) or
(ii) Full-time Degree level courses (BA, MA, M.Phil and Ph.D. So, you can choose in between these two).

The cut-off for language courses except for English is generally low in Delhi University. I would recommend you to keep your hopes up as you may get admission in DU for German.

Hi,
A Bachelors degree equivalent to a German Bachelors degree in relevant subjects, it could be a 4-year degree or a 3-year degree with 1-year master's degree. Valid score in GMAT/GRE/IELTS/TOEFL. Basic knowledge of German Language.

No, you can't, you have to study in one college at a time otherwise your degree will be canceled. If it is a Diploma course, you can do it.
