In every aspect whether it is infrastructure or placement or quality of education you will find GNDEC is far better than CT University. In GNDEC there is maximum placement for any branch. One more key point is GNDEC is government aided college whereas CT University is private, so there is regular checks on the quality of education provides. You can go with GNDEC without any doubt. There is no any specific cut off of gndec, it depends on JEE Main paper ranking
if you are domicile of Punjab, cut off rank of all department is upto 1112 Lacs
there is quota also available for sikh student
basically 85% seat is allowed to Punjab domicile and sikhs of india
and remaining 15% is available for all other states of india. There is no any quota available for other students (Obc, SC, ST)
average rank of other states is upto 24 Lacs only
but may be production engineering is available upto 8 Lacs or above.

Students also got admission through boards percentage also. Since seats were vacant last year. You have low chances for CSE here through PTU but you can try here in spot round which is organised after all rounds of PTU (I. e Second round). .
