Siom Vadgaon is decent enough in Placements. Hostels are good enough. Average package you get is around 3.5 lacs.

Can a student who is not a domicile of West Bengal but have a good score in WBJEE apply in Government College of Engineering?

Yes, if you got good marks in WBJEE then you will surely get good government colleges, domicile is not compulsory for admissions if you got a good rank.
