After you complete your schooling, take admission in the institutes mentioned below for learning graphic designing and multimedia:
1. MAAC
2. Arena Animation
3. Picasso

You can try for NID or take UCEED exam to become a graphic designer.

If you wish to apply for UG program, you must have cleared at least class 12th or higher secondary education from any recognized board and for PG, you should have a Bachelor's degree in the related or equivalent stream.
With a backlog in Diploma, I am not sure if the college will consider your application. I would suggest you to get in touch with the institute in which you wish to apply for better understanding.

Being a designer in India is an achievement in itself.
Graphic designers are required in so many industries like advertisement industry, print industry, web designing industry, etc. New designers must be aware of tools such as Photoshop, Gimp, Flash, Dreamweaver, Fireworks, Blend, etc.

You can go for Arena Animation, South Extension-1 or for the CP center. I would suggest you contact the both the centers to have a better understanding.

Its going to be tough since your background is commerce and you want to do graphic designing. If you can show evidence of your interest, knowledge in this field and explain the universities why you want to pursue this course you can be considered. Otherwise, check TAFE institutes for vocational/professional job oriented courses in Australia.Chances of admission in Canada is less.

You can opt for Diplomas or degree course after completing your Class XII.

I would suggest you to go for a mass communication course instead both of this as it will teach you both about film-making and graphic designing. From there, you can get into either of the fields.
