Hello,
Likitha Migration is possible only within universities after the completion of first year only with lots of paperwork to be done.
You will need various documents from both the college you are in and from the college you aspire to get in.
It is possible but it will be advisable to start again if you want to change your university.
Moreover, you need to search the procedure of migration of your college and the college you want to go in as different colleges have different procedures.

If we see previous year cut-offs, chances are really less for JMC, but other colleges of Delhi University like LSR might give you admission with this percentage in 2nd-3rd cut-off. To check previous year's cut-off of Delhi University, follow the link given below:

Eligibility criteria for BA- Psychology in Maharaja Sayajirao University:
The candidate must have passed 10+2 or High School Senior Secondary Exam prescribed by the Central Board of Secondary Education (CBSE) or any equivalent exam conducted by any State Board to take admission in Maharaja Sayajirao University of Baroda, Gujarat admissions 2019.
