It's not possible to complete any 3-year degree course in 2 years either in regular or distance. I suggest you to complete three years studies in any particular subject as it will help you in the future. In case your searching for 2 years degree you have an option of lateral entry to the course, where you need to have basic requirements for the same to qualify. I suggest you to do BA Political Science for 3 years that will help you.

No when you taken admission for one particular study center you must actually complete your course right there as you have registered yourself in that particular center for BA degree. You might still request them to change your study center but it's not possible to study in other college.

B.A. Regular is a degree which you get attending the classes regularly and fulfilling all qualifying exams in the college to write the finals in the college. B.A. Private is a course where you will just attend the college for writing your exams and you will have to prepare for your exams with your own efforts. Private degree is mostly convenient for working professionals. For students it is always regular B.A. That will help them in the future.
