If it is Delhi University, so it totally depends on the cutoff of the 2018 because last year, the cutoff closed with 91-87% I think so. Also it became difficult for general category candidates because the cutoff for them usually closes very earlier. So you may try your luck in 2018 cutoff. If not so you can do hons in English from DU SOL.

Yes, sure, you can.
It doesn't matter if you have done Hons. in Philosophy. The eligibility for B.A. Fine Arts in DU is 10+2 qualification in any stream with minimum 50% marks in aggregate.
However, the cut-off plays an important role. So you must crack the cut-off of the same.

Jawaharlal Nehru University offers UG courses only in foreign languages. They include B.A. (Hons) in French, German, Korean, Persian, Arabic, Pashto, Chinese, Japanese, Russian and Spanish. People who have a Diploma course of one year or more in these subjects can directly join the second year of B.A. Hons as Lateral Entry. So you couldn't opt for hons in English because they don't offer it. They provide Masters in English (PG) course.

It is very important to follow your area of interest. Fiction writing and psychology can be followed even now no matter a person is from commerce stream. Go ahead by doing graduation and post graduation in psychology from a renowned university. You can even think of doing a doctorate in it if you are really interested in it.

You can get the list of subject from above link. Also, I think Mumbai University gave same subjects for it's all campuses because they are recognized by Mumbai University.
the scope of language course is growing day by day in India due to its international relations to other countries so you may get very reputated job in ambessiss or MNC as a translator or work as a language teacher in any reliable school/institute. Also, you can go for further masters in the language to gain more efficiency.

To pursue a Ph.D. course in Computer Science and Engineering, the candidate should have Bachelors degree in Computer Science and Engineering from recognised university. Also the Masters in Biology/Pharmacy and Computer Science and Engineering or the relevant stream with aggregate of 55% marks along with valid Ph.D. entrance test along with the interview. Some Institutes conduct their own entrance tests and provide admissions on the basis of the entrance exam score and performance in subsequent rounds. The minimum eligibility to pursue this course is a Bachelors (Honors) in Mathematics or Bachelors degree with Mathematics as a subject from a recognised institution
some of the reputed university demand 50% in graduation (any course) but they conduct entrance for M.A. in maths.
