With this IELTS scores, you are definitely eligible for the university. But, can you also tell us about your academic scores in Bachelors, as canada is immensely inclined towards the academic scores. You should have the academic scores of above 60 percent.

Your academics are good but you already have a Masters, so finding a relevant course will be difficult unless you want to do a PhD. PG Diploma courses are also available. You can explore options in pharmacy, food and nutrition, food technology, agriculture and environment, etc. Applying a second Masters in Canada is very challenging. Firstly, you should decide why you want to study, once you have your career plans sorted out you can choose a programme accordingly.

These are good scores to get into the good Canadian colleges. The writing part scores of IELTS can be a bit of concern. It also depends on which course you are opting.

It depends a lot on your academic scores and which stream you are opting for. Australia, New Zealand, Ireland and other European countries accepts 15 years of education and IELTS is the mandatory exam. While USA and Canada universities accepts 16 years of education.
For Masters you need to GRE and TOEFL for USA whereas for Canada you need to appear TOEFL. If the universities ask then GRE is also required. Canada colleges do accept the 15 years of education. New Zealand, you can get PR easily. Canada also you can get the pr. European countries can be a bit difficult.

You have really excellent scores. You can definitely apply to top notch universities in Canada. Following are the universities recommended to apply:
UBC, Alberta University, Waterloo University, Calgary University, York University, Toronto University, McMaster University, Victoria and Queens University.

Your IELTS scores are upto the mark. Make sure in all modules you have scored 6 or above bands. Coming to your CGPA, if I convert it into percentage it would be around 57 to 59%. Canada universities Masters requirement is 60% above. I would recommend you to apply to colleges in Canada for graduate certificate programs.
